Recently, learners' demand of e-Learning service quality has increased due to the revitalization of e-Learning industry. However, e-Learning service quality has not satisfied learners' demand so that damage cases concerning e-Learning service quality has also grown. Therefore, it is necessary to establish an expert consultant training program for the maintenance and improvement of e-Learning quality and extend the program to an e-Learning quality management qualification system which is organized on a national basis.
The purpose of this study is to lay the groundwork for the expert consultant training program in order to guarantee e-Learning service quality. To achieve this goal, we developed the expert consultant training program through a job analysis of persons who are in charge of the assurance of e-learning quality, and suggested mid-long term solutions for expanding the training program as a qualifying system at the national level. In addition to, the ultimate goal of this study is to build up a national expert training system related to e-learning quality assurance and prepare a foundation for developing superior e-learning contents and offering e-learning services.
To provide proper e-learning services according to learner's needs, a manager of e-learning quality assurance makes plans for managing quality regarding development, introduction, and operation of e-learning contents. Additionally, based on the plans, the e-learning quality assurance manager supervises and evaluates the entire process of quality management, and analyzes and supports the results.
Based on basic knowledge on e-Learning and theoretical understanding on contents development and management, the e-Learning quality management qualification system is divided into two grades: the second grade which verifies a person's ability to evaluate lecture contents and run lessons; and the first grade which verifies a person's ability to manage projects and establish a quality management system based on e-Learning expert knowledge, performance ability and quality evaluation experience and efficiently perform the quality management system.
Although KERIS (Korea Education & Research Information Service) has continuously managed e-Learning quality on the national level by far, since the activation of e-Learning has resulted in the increase in scope of e-Learning and number of learners, it has become impossible for KERIS to manage e-Learning quality alone.
Therefore, persons in charge of e-Learning quality management should be fostered and the e-Learning quality management qualification system should be necessarily operated. Also, in order to make people trust e-Learning quality management certificates and widely utilize them, the e-Learning quality management qualification system should be state-run and a training system for e-Learning quality management is required.
In this regard, organizations and staffs are necessary to take full charge of the e-Learning quality management qualification system, and an information system to run the qualification system should be developed, along with the diversification of training methods. Further, in order to make e-Learning quality management certificates useful and practical, continuous renewal of certificates is needed and the qualification system should be actively advertised.
